4.3 Places of worship that is temples of Hindus (including Sikhs and Jains and Buddhists). The secular Governments are scrupulously keeping themselves off the administration and management of the places of worship of Christians and Muslims but in all the South Indian States as well as in some other States, temples are under the administration and management of secular Government Departments. (Endowment Commissions). These Departments and Commissions are peopled not only by Hindus but by those who hold Hinduism as a false religion; i.e. Christians and Muslims also. This is totally unacceptable and obnoxious. The right and freedom under Art-26, given to the Christians and Muslims, is denied to the Hindus.
Offerings of the devotees of Hindus temples are misused and diverted by Governments through (in Andhra Pradesh) the Common Good Fund. In fact, Hindu devotees’ monies are utilized to construct, repair and maintain churches and mosques both of which are instruments of conversion and aggression on Hindus. A law should be enacted to divest the Government from administration and management of Hindus’ temples. How they should be administered should be decided in consultation with the Hindus. Just as there is Disinvestment Department to sell off the State’s shares in Public Sector Undertakings (PSUs), there should be a Disinvestment Cell which will devise such measures as to how the administration & management of Hindus temples should be given up for being transferred from the control of Government to the appropriate bodies of Hindus.
4.4 Minority Commissions: We have at the Union level and the State level Minority Commissions. Besides at the Union level in many States, we have got Human Rights Commissions. The existence and operation of Minority’s Commissions is superfluous. They help to perpetuate the feeling of separatism among minorities, thwarting their urge for integration into the nation. All Minority Commissions and their sister organizations like Minority Finance Corporation, Minority Welfare Department etc., should be abolished forthwith in the larger interest of emotional National Integration.
4.5 Reservations for Muslims and Christian Dalits. Reservations are being promised and in fact, even orders have been issued in some states like AP and Tamilnadu, only on the basis of religion. This is repugnant to a secular State guaranteed under Indian Constitution. There should be no reservations based upon religion. The reservations that are envisaged in the Constitution are only for the Schedule Castes (SCs) among Hindus and the STs and not for any other groups. When once a person has quit Hinduism to embrace another religion, there is no question of any caste as promised by Christians and Muslims. Therefore to say that there are Dalit Christians and Dalit Muslims, backward Christians and backward Muslims is a fraud. No one can dispute the fact that the Muslims were rulers and exploiters of Hindus for centuries. So reservations for Muslims should be done away with. Likewise, reservations for Dalit Christians should also be done away with.
4.6 Subsidy to Hajis: The Union government is spending hundreds of crores of rupees and this amount increases every year, as subsidy to the Muslim residents of India going on a pilgrimage, Haj to Mecca every year. It amounts to Hindus paying for Muslims’ religious pilgrimage. It is a form of zezia, imposed upon Hindus in the same manner as it was imposed by the Muslim rulers of India like Aurangzeb. The Haj subsidy should be totally stopped forthwith. Government of India have no right to convert the Hindus of India into zezia-paying Kafirs.
4.7 Salaries to Imams: The Union Government is paying salaries for abut 500,000 Imams of the Muslim faith. How can a secular Government pay for Muslim clergy and that too only to them and not to the clergy of other religions? This payment should be discontinued totally.
4.8 Discrimination in favour of “Minorities”. For the widening of roads and re-development of certain areas in towns and cities, Hindus’ temples are removed, almost with impunity but mazars, idgahs, churches etc. which are coming in the way of road widening or re-development of areas, are left untouched. This means that Christians and Muslims are treated as specially favoured children and Hindus as second class foster children. Any road obstruction is an obstruction; any encroachment on public land is an encroachment and will be detrimental to the larger public good irrespective of the religion to which the obstructers or the encroachers belong. Therefore uniform consideration based on natural justice and equality, regardless of religions, should be shown while dealing with the removal of religious structures.
4.9 India’s Ancient Holy Places. Puranas and Ithihasas speak of the great and continuous history of Bharat. Over the ages, so many structures have disappeared, some under the sea and some others under the earth. We must strengthen our Archeological Department and all the sites that are mentioned in Mahabharat, in Ramayana and other Ithihasas and literature must be excavated. The Archeological Department must be mandated to do so. Israel should be the example for us in this regard. We must specially undertake Archeological excavations in Ayodhya, Madhura, Varanasi, Ujjaini, Sidhupur (Guajtarat) and Rameswaram. A list of the temples that were destroyed during the Muslim period and upon which sites mosques were built should be drawn up by the Archeological Survey of India. There should be a Commission consisting of archeologists and historians and independent experts in every state to ascertain the fact, if necessary by Archeological excavation and scientific methods.
4.10 Ayodhya, Varanasi, Madhura, Ujjain, Sidhupur (Gujrat) and Rameswaram are places of sacred and emotional interest and reverence for Hindus. In these towns where temples exist for Hindus’ Gods, by their very side or sometime on parts of them, mosques have been erected. This is the result of aggression. The fruits of aggression must not be allowed to be enjoyed by the tribes of aggressors to the great standing shame and spiritual insult of Hindus. The Hindus’ places of worship for Rama, Krishna and Shiva and other gods and goddesses must be cleared all encroachments.
4.11 Art-44 of the Constitution speaks of the Uniform Civil Code (UCC) for all citizens. The Supreme Court had on more than one occasion drawn attention of the Government of India to this Article in the hope that it would take effective action to introduce the Uniform Civil Code. This must be brought about within a set time limit, say within the next three years.
4.12 Population stabilization: Certain sections of the population, especially of certain religions, are deliberately raising large families in a planned manner in order to improve their voting power in the future and thereby dominate the governance and culture and civilization of this country.
In addition, these very sections display the least interest in modern education which alone can make them fit for gainful employment. They deliberately remain poor and agitate for more and more welfare measures as well as reservations in public employment. This is absolutely unjust, and India cannot afford to concede them. Therefore there must be uniform population policy. We suggest that all welfare measures, all concessions, all subsidies must be withdrawn for the whole family the moment a third child comes into their family. This must be applied uniformly to all citizens, irrespective of religion and caste.
4.13 J&K state should be broken up into three units. Laddakh, Jammu and Kashmir Jammu should be treated as any state like Himachal Pradesh or Uttarakhand. Laddakh maybe treated as Union territory. In Kashmir Valley one or two districts must be earmarked for resettlement of the Hindus who had been expelled from the Kashmir Valley. In these one or two districts Hindus and Sikhs that were expelled from Kashmir must be fully rehabilitated at government expense. These districts may be integrated with Jammu.
Before I present the third and final part of Dr. T. Hanuman Chowdary’s heroic Hindu Manifesto, I would like to paraphrase the letter and spirit of his clarion call to the Hindus of India:
You effete Hindus, you do not resist. You do not stand firm.
Anybody can take anything from you and you won’t say anything.
You retire in fear, though you hold on to sum up your old superstitions.
First you let the Muslims conquer you, then the British. You seldom fought back. You often joined hands with your conquerors and took sides against your own people.
Though you are politically free, yet you do not know who you are or what you have to do.
You do not know how to rule yourselves. You, as landless serfs, are used to being ruled by unscrupulous landlords.
All the time you seem to be looking for a new conqueror, now perhaps to the inexorable economic forces of the West flowing through the channels of Information Technology. Persecuted Hindus of India! Wake up from your sleep! Wake up from your stupor of coma!! Don’t forget that life yields only to the conqueror. Never accept what can be gained by giving in, as you have done foolishly for centuries, through the Ages! Don’t allow your muscles to atrophy! Do not pray for easy lives. Pray to be stronger men. Do not pray for tasks equal to your powers.
Pray for powers equal to your tasks. Arise! Awake! And stop not till the goal is reached!
